Actors, ushers, and frustrated locals say the bikes are drowning out dialogue, clogging sidewalks, and pushing theatergoers into busy streets.<\/p>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\">\n<p>\u201cThey park an hour before curtain call, crank up the speakers, and charge whatever they can,\u201d said Kenneth Winter, a 22-year veteran driver and spokesperson for the New York Pedicab Alliance. \u201cThey\u2019re like piranhas\u2014out to make the biggest haul per ride.\u201d<\/p>\n<\/blockquote>\n\n\n\n<p>Although a valid pedicab license costs under $50 a year, it also requires liability insurance that can run thousands\u2014one reason, Winter says, so many post-pandemic newcomers operate without a permit and demand sky-high fares.<\/p>\n\n\n\n<p><strong>Noise creeps inside the theaters<\/strong><\/p>\n\n\n\n<p>Belasco Theatre security guard Pete Tarr often hears \u201cEmpire State of Mind\u201d echoing through the lobby mid-performance. \u201cWe\u2019ll ask them to turn it down,\u201d he said. \u201cMost of the time we just get the finger back.\u201d<\/p>\n\n\n\n<p>Staff at other playhouses report the same headache. \u201cThey create a real problem,\u201d a Gerald Schoenfeld Theatre guard noted.<\/p>\n\n\n\n<p><strong>City Council targets the din<\/strong><\/p>\n\n\n\n<p>Fed-up council members Erik Bottcher and Keith Powers have drafted a bill that would ban pedicabs from idling within 50 feet of any Broadway house, citing \u201cexcessive noise and routine harassment.\u201d Bottcher insists the measure will \u201cbring order to the chaos outside stage doors and let performers do their jobs.\u201d<\/p>\n\n\n\n<p><strong>Drivers divided<\/strong><\/p>\n\n\n\n<p>John Aybaz, a 26-year-old driver from Turkey, concedes he pumps music to draw crowds\u2014\u201cbut only after the show\u2019s over,\u201d he said. \u201cIt\u2019s unfair to punish everyone for a few bad apples. If we can\u2019t wait outside, we\u2019ll lose business.\u201d<\/p>\n\n\n\n<p>Winter is also skeptical of a blanket ban. He favors strict action against unlicensed operators and wants seized bikes permanently impounded. \u201cMoving them 50 feet down the block doesn\u2019t solve fraud,\u201d he argued, pointing to tourists hit with $300 to $400 bills for ten-minute spins.<\/p>\n\n\n\n<p><strong>Police step up enforcement<\/strong><\/p>\n\n\n\n<p>The NYPD calls pedicabs a \u201cchronic quality-of-life issue.\u201d Between Nov. 1, 2024 and Jan. 31, 2025, Midtown North and South precincts issued 965 summonses and seized 425 unauthorized cabs\u2014though many are returned once ticket disputes are settled.<\/p>\n\n\n\n<p><strong>Neighborhood concerns grow<\/strong><\/p>\n\n\n\n<p>David Stuart, who leads a Hell\u2019s Kitchen block association, says congestion forces pedestrians into traffic as shows let out. Times Square Alliance chief Tom Harris echoes the safety fears: \u201cWhen theaters empty, streets jam. Pedicabs only add to it.\u201d<\/p>\n\n\n\n<p>Yet some theatergoers take the hubbub in stride. Actor Ezra Knight, currently in <em>Othello<\/em> at the Ethel Barrymore Theatre, compares it to sirens and garbage trucks: \u201cJust another New York soundtrack.\u201d And <em>Lion King<\/em> attendee Melanie Trintin dismissed the proposed ban as \u201cthe dumbest thing I\u2019ve heard all day.
